Financial Analyst-IPERIA

Job Description:
  1. CNCS A123 – IPERIA Tester to support a Federal Government Client with the execution of its current workload and to enhance its own internal capabilities. The Tester will work in a group and independently to test and evaluate the degree of improper payments for grant programs identified as susceptible to improper payments.
  2. Providing quality control over auditing or evaluation work results, document results from improper payments testing using agency working papers, A-123 specifically appendix C “improper payments”
  3. Providing the above services for Agencies that provide grants and/or experience working with CNCS grant programs
  4. Strong experience in internal control testing, quality control over grants, identifying and mitigating risks, evaluating information systems, and in accounting practices, sampling, and data analysis

IT Auditor

Job Description:
  1. The IT Auditor has responsibility for supporting the Planning and Real Estate (PRE) Directorate, Office of Strategic Planning (OSP) and plans, conducts and leads audit teams in conducting difficult assignments that typically involve relationships between and among programs, systems, functions, policies, and various issues. The audits conducted involve financial records and systems or consist of activities to review and evaluate the performance of an entity's assigned functions or activities involved in the detection of fraud, waste, and abuse. In addition, the contractor directs and/or performs specialized audits in the information technology area including security assessments and evaluations of controls related to hardware/software applications/platforms, network and telecommunication infrastructures, operational practices, utilization of information system resources and system development, and acquisition.
  2. With a professional comprehensive knowledge of the theories, principles, and practices of professional accounting and auditing, and knowledge of organizational practices, the contractor plans and coordinates audits or participates on a team of auditors in assisting with audits of organizational entities located domestically or overseas. Most of the audits involve the identification and analysis of numerous factors in the organization's programs, operations, and systems. In connection with audits where the supervisor has determined that the contractor is fully capable of addressing the issues and problems that are anticipated, the contractor may be assigned to lead a small team of lower-graded auditors in conducting the audits. In conducting and occasionally leading audits the contractor:
  3. Plans, organizes, coordinates, and prepares the reports on audits. When serving on a team, the contractor will assist with segments of the audits as assigned. When assigned to lead a small team, the contractor assists in coordinating major segments of the reviews, and assists with the techniques and methodologies to be used as well as the milestones to be met.

  6. Prepares, reviews, and edits draft reports. Technical Writer

Job Description:
  1. As a Technical Writer, the contractor supports the Department's overseas facility construction and maintenance program by providing professional expertise in the development of complex and highly technical specifications for contract vehicles used in the acquisition of architectural/engineering (A/E) services for the planning and design of overseas facilities utilized by the Department's diplomatic corps and affiliated tenant agency employees. In addition, the contractor leverages in-depth personal knowledge of all technical requirements of projects, including requirements related to multiple engineering disciplines and architecture, as well as the full range of administrative requirements of projects, to achieve the highest priority and effectiveness in meeting the scope, schedule, and cost goals of projects. In furtherance of these responsibilities, the contractor performs tasks and assignments that typically include, but are not necessarily limited to, the following:

Works closely with professional staff to prepare template specifications and statements of work (SOW) for professional services, including project due diligence, project development, and design services including preparation of bridging documents and full design for new construction, rehabilitation, renovation, and other projects at Department of State facilities worldwide.

Telecommunications Engineer

Job Description:
  1. The contractor is considered a subject matter expert. He/she shall perform similar duties as government professional staff. As a Telecommunications Specialist assigned to the Electrical Engineering Division of government, the contractor develops and reviews designs, plans, and specifications for telecommunications cabling distribution systems, telecommunications equipment and devices, and audio visual systems including those of major size and complexity requiring significant departures from previous approaches to similar projects, for use in a variety of overseas diplomatic facilities (embassies, consulates, residences, etc.). In furtherance of these responsibilities, the contractor performs tasks and assignments that typically include, but are not necessarily limited to,the following:
  2. Develops project scopes of work, prepares architectural and engineering (A/E) fee estimates, and assists in the A/E contract negotiations;
  3. Conducts analyses to establish telecommunications cabling distribution electrical design criteria to be followed by A/E firms commissioned to develop designs;
  4. Oversees and directs the activities of contract A/E designers and ensures designs conform to American National Standards Institute/Telecommunications Institute of America/Electronic Industries Alliance (ANSI/TIA/EIA) standards 568, 569, 570, 598, 606, 607, and 758; International Organization for Standardization/International Electro technical Commission (ISO/IEC) standard 11801; the National Electrical Code (NEC); and applicable local codes and regulations;

Audio Visual Engineer

Job Description:
  1. As an AV Specialist assigned to the Office of Design and Engineering’s Electrical Engineering Division (DE/EE), the contractor provides a wide range of professional engineering services and technical consultation to OBO management, other professionals, and contractors engaged to carry out the design and construction of projects in all audio and visual aspects of the design and construction of safe, secure, and fully functional facilities at overseas diplomatic posts throughout the world. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:
  2. Works closely with assigned design manager on the design of a specific engineering construction project, to ensure timely and correct technical information is available to top management in OBO;
  3. Reviews and revises drawings, calculations, and specifications related to acoustics, including design proposals suggested by tenant agencies as well as other federal agencies whose requirements impact DOS facilities. Correlates proposals with contract architects and engineers;
  4. Develops and ensures the applicability of current engineering criteria (OBO guidelines for agency-wide use) relating to the design of buildings; serves as an OBO authority on AV design standards; and assists the Office of Facility Man-agement in establishing criteria and standards governing aspects of facility operations, maintenance and repair;
  5. Serves as a consultant to post management regarding buildings and sites that require AV systems;
  6. Provides a wide variety of expert-level and professional advice and assistance in the audio visual systems field to include:

  13. Reporting and documenting in response to inquiries from public, media, or elected representatives, contractor drafts statements, interpretations, or clarifications of United States Government policy, criteria, or procedures associated with the audio and visual systems aspects of OBO projects.
  14. Develops and ensures the applicability of current engineering criteria (OBO guidelines for agency-wide use) relating to the audio and visual systems design of buildings; serves as an OBO authority on acoustic and visual distribution design standards.

Qualifications:
  1. He/she must possess a bachelor degree in the field of computer engineering, electrical engineering, systems engineering, computer science, or related field. Minimum 15 years design experience is acceptable in lieu of a bachelor’s degree.
  2. The Audio Visual Design Specialist shall have no less than ten (10) years of demonstrated experience designing audio and visual distribution systems for commercial, municipal, or federal facilities.
  3. Contractor must have experience designing intercommunications, paging, queining, interactive display, image projection, television, and audio distribution for both indoor and outdoor spaces. Knowledge or experience with system integration is desired. Knowledge or experience with architectural design and construction practices is required.
  4. Professional designation as Certified Technology Specialist – Design (CTS-D) obtained from InfoComm is desired.
  5. Building Information Manager

Job Description:
  1. Provides expert advice and assistance to all levels of OBO senior management on a wide range of tasks associated with BIM;
  2. Participates in program planning processes, supports briefings and presentations for executive management, and ensures that accurate, appropriately concise and timely information is available to executive management and policy officials;
  3. Updates existing and defines new modeling processes along with identifying required IT environments, contract language, and training to successfully execute those processes;

As a Review Appraiser assigned to the Evaluations Division, the contractor provides the requisite support to inform the Department of the most financially advantageous alternatives when evaluating properties in the Department’s present or future inventory. This person will work independently or with a Senior Review Appraiser to complete assignments and tasks that include, but are not necessarily limited to, the following:
